Distinguished Scholar Sharing Series: Water for a Barren Rock – A Brief Recap of Hong Kong’s Development Story

Speaker: Professor C K Mak, GBS, JP
FICE, FCILT, FHKIE, FHKIHT, FHKAES
Honorary Professor, Civil Engineering Department, HKU
Date: October 27, 2017 (Friday)
Time: 4:45pm-5:45pm
Venue: Engineering DreamLab, Research Student Centre, G/F Haking Wong Building
Organiser: Research Student Centre
Summary: Visitors to Hong Kong are often amazed by the City’s built environment - small land area that holds large population, efficient transportation system that keeps the City moving, dazzling high density developments that stand amidst a well-preserved landscape, and much more.
From the humble origin of a “barren rock” with only a handful of villages and little natural resources, Hong Kong has evolved into a vibrant metropolitan and a World City. Tracing back the City’s infrastructure development path in the past century tells how they have supported the amazing story. It also tells how infrastructure have so drastically transformed the City and how the demand of a constantly evolving society has been managed.
This presentation will introduce some fundamental principles of sustainable development of the built environment through illustrative cases in Hong Kong. These will probably serve as a good starting point to research into topics such as the legacy of urbanization; the socio-economic-political setting in which urbanization has taken place; the sustainable development framework applied to the built environment and how planning for development is indeed a decision-making process.
About the Speaker: Professor Mak is a Civil Engineer by profession and a career civil servant. He retired in 2010 after 37 years of service in the Hong Kong Government during which he had served as Head of the Railway Development Office, Project Manager in the Territory Development Department, Director of Highways and Permanent Secretary for Development in charge of the works policies and the public works program.
After retirement, he was invited to serve as the Team Leader in the Development Bureau to oversee the HK funded projects for the post-earthquake reconstruction in Sichuan. He liaised with the Mainland officials to devise reconstruction plans for 56 schools, 35 hospitals, 35 rehabilitation centres, the rebuilding the Wolong Giant Panda Conservation Base and two highways in the hilly terrain. The reconstruction programme at a total cost of HK$9 billion was successfully completed in 2015.
